The 2 lock builds you posted are Fel/Ember and Meta/Ruin builds, both decent dps builds, as I use the Fel/Ember build myself.
If a lock wants maximum DPS (before 3.1 goes live, then all three trees/specs will be within 1-200 DPS of each other) then Haunt/Ruin (54/0/17) http://www.wowhead.com/?talent=IfxMbzMAoVi0IstZiMhV is hands down the highest DPS with the drain soul execute, assuming the lock can keep near perfect rotation on dots during the fight.
i havent read the lock patch notes for 3.1 but as it stands now, i have not seen any dot lock in 10's pr 25's breaking 2200 dps where are the demon destro locks i play with in 25's rarely drop below 3k dps.
to be honest i got kinda bored playing my lock and have been sticking with melee classes (and rerolling my sham resto)
so based purely on personal experience i woul recommend a destro combo spec of some sort, but i will be sure to look at the 3.1 lock changes

So i kinda think that even tho they are trying to nerf DK's that this move will make them even better. actually they will have more of a ret palli effect in that they are doubling the amount of dmg done by howling blast and doubling the cool down. this said, it kinda makes Obliterate a needed spell to make up for the spot lost in the raotation. i think frost is still gonna be hella powerful.
