Despite what the article says, it isn't really new.  The RIAA had already been doing this a couple years ago with a few ISPs, though nothing much came of it.

Lol, I had Charter Communications about 6 months ago they sent me about 6 threating letters on illegal downloading, my wife got nervous, I threw the papers out. About a week later on the news i noticed that charter was illegally tapping into your IP address to see what tunnel ip's and track it down to the filename.

It's illegal for charter or any other company to do this, last I knew they where in the middle of being sued for doing so.

News said that "Charter was trying to take the FCC investigations of pirating music/software/etc into their own hands"...

I personally think charter is a joke of a company anyways and deserves to get sued and hopefully they will get shutdown :)
